Policy perspectives: Scheduled caste development in the Telangana paradigm

Abstract
This paper examines the
policies and programs implemented by the state government of Telangana, India
aimed at the socio-economic development and welfare of Scheduled Castes (SCs).
It analyzes the rationale, objectives, strategies, and outcomes of key initiatives
undertaken since the formation of the state in 2014, particularly focused on
education, livelihoods and employment, housing, budgetary allocations and more.
The study evaluates the successes, gaps and challenges in translating policy
commitments into ground-level impacts among the SC communities. It suggests
policy perspectives and recommendations for more effective planning and
delivery mechanisms to enable substantive developmental outcomes responding to
the contextual needs and priorities of SCs.
