Abstract
Traders often violate
regulations by occupying public spaces around the square to sell, causing the
Satpol PP to not be completely successful in controlling them. This research
uses data collection methods through interviews, observation, and
documentation, with descriptive qualitative data analysis. The research results
show that the role of Satpol PP in controlling street vendors at Pancur Batu
Market can be seen from the aspects of norms, organization, and social
structure of the community. The role in norms and roles in the organization is
not yet optimal, while the role in the social structure of society is good.
Obstacle factors involve a lack of public awareness, a lack of Satpol PP
personnel, a lack of facilities and infrastructure, and a lack of community
participation in supervision. Recommendations include increasing outreach to
the community, adding Satpol PP personnel, and increasing the budget for Satpol
PP so that they can purchase and maintain more complete infrastructure to
support enforcement tasks.
